GUARDIANSHIP SERVICE BOARD
“The creation of the Franklin County Guardianship Service Board was the idea of Former Franklin County Probate Judge Robert G. Montgomery.
Shortly after taking office, Former Judge Montgomery identified the two biggest issues with the current guardianship program as:
1) How to find suitable guardians, and
2) How to pay them.
Former Judge Montgomery wanted to transition the current guardianship system from an attorney based system to a social services based system. “
BIOGRAPHY – JACK R. KULLMAN, JR.
A graduate of Miami University (1974) and Capital University Law School (1979), Mr. Kullman spent two years in private practice before accepting a hearing officer position with the Ohio Department of Liquor Control. In 1984, he became the first appellate magistrate in the State of Ohio, working for the Tenth District Court of Appeals, handling all original actions filed in the Court. In 1987, he accepted the position of Court Administrator for the Court and worked there until his retirement, briefly, in 2014. In early 2015 he agreed to assist Probate Judge Robert Montgomery in establishment of the Franklin County Guardianship Service Board as its Director.
Mr. Kullman is a Certified Court Manager, has lectured extensively in the areas of Workers’ Compensation, Court Management, and guardianship, and previously served as Chair of the Supreme Court Lawyers’ Fund for Client Protection.
In his spare time he enjoys plying the shores of Lake Erie and Marco Island, FL for perch, walleye, grouper and red snapper.
